The main reason SPi-V does not support lens flares is that Shockwave has very poor support for 'additive' effects. In Photoshop you would use the 'screen' blending mode to add a lensflare onto a photo, and that blending mode is basically missing (note: there is a hack to create the required additive effect, but that does not work on modern graphics hardware).
The 'dazzle' aspect of the dynamic lighting effect can be achieved with a (white) uielement and a meter node. However, I prefer the effect of an adaptive dynamic range panorama (where you gradually get more detail) over the 'white out' effect.
