The progressbar shows download progress only. For local files, there is no downloading time, so the progressbar does not show.
After (down)loading is complete, there is some additional processing (chopping up the image, creating a 3d mesh, loading the image chunks into video memory, etc), during which time SPi-V is rather busy. Unfortunately there's currently no way for the engine to show much progress during that process.
